Global environmental problems in Soviet discourse (based on INION publications)

The paper, based on collections published by INION of the USSSR Academy of Sciences in the 1970 s and early 1980 s, examines the history of the environmental agenda inclusion into Soviet academic and public discourse, with particular attention to the first report to the Club of Rome, “The Limits to Growth”, and the Stockholm Conference of 1972. Analyzing peculiarities of global environmental issues perception and presentation in the USSR during the Cold war, the article emphasizes that ecology became an arena where the competition between socialism and capitalism has been unfolded. The focus is on the policy in the field of scientific information, which was characterized by both the dictatorship of Marxist-Leninist ideology and restrictions on access for the general public, ensuring by such tools as the institution of special storage (Spetskran) and the assignment of stamp “For Official Use” to publications.
