Improving the system of professional development of municipal employees (using the city of Yaroslavl as an example)

This article substantiates the need to transform the professional development system for municipal employees by integrating digital tools into their daily work activities. Based on an analysis of practices in the city of Yaroslavl and the results of a sociological survey of young professionals, key contradictions between the needs of local governments and existing educational formats were identified. A concept for a specialized on-the-job training platform is proposed, embodying the principles of personalization, modularity, and mentoring. This allows for a shorter adaptation period,systematization of the transfer of applied knowledge, and an increase in the attractiveness of municipal service for young professionals.
