Reforming the system of training senior civil servants in contemporary France
The article examines the reform of the French system for training senior civil servants during the presidency of Emmanuel Macron. It analyzes the prerequisites for the reform, the characteristics of the traditional French model of administrative elite training, and the key changes associated with the abolition of the National School of Administration (ENA), the establishment of the National Institute of Public Service (INSP), and the transformation of senior civil service recruitment and training. Particular attention is paid to the relationship between institutional reforms and changing requirements for public governance, including greater interministerial mobility, competency-based training, and modernization of personnel policy. The study argues that the reform was driven both by the accumulated shortcomings of the traditional model and by the need to adapt the French civil service to contemporary governance challenges. It concludes that the reform represents not merely an organizational restructuring of the training system but an attempt to redefine the principles of the French senior civil service.
